His Excellency Advisor Dr. Eisa Saif Bin Handhal
Dr Issa Saif Ahmed bin Hanzel serves as Chairman of the Department of Islamic Affairs in Sharjah and is a Member of the Sharjah Executive Council. He brings over two decades of professional experience in legal, legislative, and administrative work within the Government of Sharjah.
He began his career at the Ruler’s Office, progressing through a series of executive and legal roles, including Executive Secretary, Executive Administrator, Legal Researcher, and Head of the Legal Affairs Section, before serving as Legal Advisor and Assistant Director General at the Legal Department. He later held the position of Director of the Legal Department of Sharjah, where he played a key role in advancing the Emirate’s legislative framework and supporting institutional legal decision-making.
Dr Bin Hanzel has chaired and served numerous high-level and strategic committees. His roles have included Vice Chairman of the Legislative and Legal Affairs Committee of the Emirate of Sharjah, Member of the Future Legislation Committee at the General Secretariat of the UAE Cabinet, and Member of the technical team for the UAE Government Annual Meetings, contributing to the legislation and judicial system efficiency tracks. He also chaired the Sharjah Committee for the Federal National Council elections and the Appeals Committee for the Sharjah Consultative Council elections. In addition, he serves as a Member of the Board of Trustees of the University of Khorfakkan, a Board Member of the Sharjah Social Security Fund, and a Board Member of Sharjah Islamic Bank.
He has contributed to shaping several national strategic initiatives, including his membership in the UAE’s “Projects of the 50” preparedness plan under the Security and Safety track, and his role as Vice Chairman of the Permanent Committee for Grievances Related to Expropriation for Public Benefit in the Emirate of Sharjah. He also served as a Member of the Higher Committee for the 2023 Sharjah Consultative Council elections.
Dr bin Hanzel is the author of several academic publications in the field of legislation, including Mechanisms of Legislative Process in the United Arab Emirates, Proposing Federal Laws in the UAE, and The Legal Regulation of Sharjah Consultative Council Elections. His scholarly contributions reflect his active role in advancing legislative thought at both the local and federal levels.
He holds a PhD in Public Law from the University of Sharjah with distinction and honors, a Master’s degree in Public Law from the same university, a Diploma in Commercial Arbitration from the Sharjah International Commercial Arbitration Centre, and a bachelor’s degree in law from the University of Sharjah.
